The European Commission has mandated that all airports in the EU that purchased new hand luggage scanners must reinstate liquid restrictions starting from September 1, 2024. This rule requires that passengers can only carry liquid containers up to 100 ml in hand luggage.
Previously, the Commission allowed airports with C3 scanners, which use CT technology, to lift these restrictions. Airports in Amsterdam, Helsinki, and Tallinn had already partially or fully removed the liquid limits.
However, in its July 2024 decision, the European Commission stated that the settings of the new scanners need to be reviewed, and the liquid restrictions are being reinstated as a precautionary measure. This decision has been criticized by ACI Europe, an organization representing European airports.
ACI Europe argues that airports that invested in the costly new scanners are now effectively penalized, as these devices are significantly more expensive to purchase and operate. Although the new restrictions are temporary, the European Commission did not specify when they would be lifted, prompting ACI Europe to call for a clear roadmap.
